Change-over to Winter Time-of-Use Hours Begins November 1

The Ontario Energy Board (OEB) has announced that winter time-of-use (TOU) hours and electricity prices will change for on-peak, mid-peak, and off-peak periods, beginning November 1st. The change affects residential and small business customers under the Regulated Price Plan (RPP) who buy their electricity from Burlington Hydro.

New Winter Season Prices and Hours: November 1, 2019 to April 30, 2020

  • Off-Peak: weekdays from 7 pm to 7 am, and all day weekends and holidays - 10.1 ¢/kWh
  • Mid-Peak: weekdays 11 am to 5 pm - 14.4 ¢/kWh
  • On-Peak: weekdays 7 am to 11 am, and 5 pm to 7 pm - 20.8 ¢/kWh

Under the “Fixing the Hydro Mess Act”, the average customer will see the electricity line on their bill rise, showing the real cost per kilowatt hour. The new Ontario Electricity Rebate (OER) will appear as a transparent on-bill line item and will replace the former government's Fair Hydro Plan.  The new on-bill rebate provides cost relief for eligible customers* in the form of a 31.8% discount calculated on the total bill before HST.  This bill relief will largely offset the price increases in the RPP rates.

A typical residential customer that uses 700 kWh of electricity per month, will see an increase of about 1.8% or $1.99 on their entire monthly bill.

*Residential and small businesses under the RPP and other eligible customers, as identified under Ontario Regulation 342/19 Ontario Rebate for Electricity Customers.
