Covid-19 Energy Assistance Programs (CEAP and CEAP-SB) - UPDATE

CEAP for Residential Customers

The Government of Ontario is providing $9 million to support eligible residential customers struggling to pay their energy bills because of COVID-19. CEAP is delivered directly by electricity utilities, including Burlington Hydro, further to rules laid out by the Ontario Energy Board (OEB).  CEAP provides a one time, on-bill credit to eligible residential electricity customers to help them catch up on their energy bills and resume regular payments.

The Ontario Energy Board has announced that eligibility rules for the residential customer CEAP have been amended to make the program more easily accessible.  Specifically: 

  • Customers that made at least a partial payment with respect to amounts owing from bills prior to March 17, 2020 (including accounts subject to an arrears payment agreement) will now be eligible for CEAP, and
  • The account holder (or the account holder’s spouse or common-law partner that resides in the same residence) will no longer need to be unemployed on the date they file their CEAP application form (but did receive Employment Insurance or the COVID Emergency Response Benefit sometime after March 17). 

CEAP-SB for Small Business Customers and Registered Charities

The government has also announced $8 million for the COVID-19 Energy Assistance Program for Small Business (CEAP-SB) and registered charities to help those struggling to pay their energy bills because of the COVID-19 emergency. CEAP-SB provides a one time, on-bill credit to eligible small businesses and charities’ customers to help them catch up on their energy bills and resume regular payments.

The Ontario Energy Board has announced that eligibility rules for small business CEAP-SB have been amended to make the program more easily accessible.  Specifically: 

  • Small Business Customers that made at least a partial payment with respect to amounts owing from bills prior to March 17, 2020 (including accounts subject to an arrears payment agreement) will now be eligible for CEAP-SB
